The testing for the safety of your appliances and equipment is academic if the installation to which they are connected is UNSAFE. We have found when carrying out Portable Appliance Tests that a number of the premises in which we were testing had unsafe installation conditions.
These range from reverse polarity socket circuits to one case where an open plan office had no earth connection for its circuitry at the main distribution board.
The Safety, Health and Welfare at Work (General Application) Regulations 2007 which came into force on the 1st November 2007 state:
Testing and inspection.
Regulation 89. An employer shall ensure that—
(a) a new electrical installation and a major alteration of, or extension to, an existing electrical installation is, after completion, inspected and tested by a competent person and a report of the test is completed verifying that the relevant requirements of this Part have been complied with,
(b)an existing electrical installation is inspected and tested periodically, or if an inspector so requires, by a competent person and a report of the test is completed verifying that the relevant requirements of this Part have been complied with.
The Electro-Technical Council of Ireland recommend that electrical installations should be tested by a competent electrician about every five years.
Chapter 62 of the National Rules for Electrical Installations Third Edition (ET 101;2004) : Periodic Inspection and Testing states ;
"It is recommended that the installation be inspected and tested periodically as appropriate to the use and environment to ensure that it still complies with these rules."
